It seems we should make sure that the heuristic never computes a value above 100.0. Would you like to contribute a fix for this?

And could you try using [`24.2.2-ol9`](https://github.com/graalvm/container/pkgs/container/truffleruby-community/461851384?tag=24.2.2-ol9)? It seems the current latest is based on OL10, which may be the culprit.
