Phantom file remaining after deletion

Using version 1.7.3 I was looking at .war files within an instance of tomcat web server. These files have elevated permissions, I was only viewing. Separately, I deleted a war file in C:\Program Files\Apache Software Foundation\Tomcat 8.0\webapps. Fman continued to show the file. This, even after I navigated to different directories and back. Even after restarting the app, the deleted file showed as if it was still there.

This surprises me. Usually, the files at disappear after reloading via Ctrl+R.
