[UI Feature] Clicking outside and Escape should close launch dialog

After you click Launch Workflow, hitting escape, or clicking outside the focus area should close the dialog box.

Hitting escape is implemented on master already in a previous fix. https://github.com/flyteorg/flyteconsole/pull/764

I'll look into the other dialog/modals to allow dismiss to click on the shadow.
