[Core feature] Add Ray Dashboard URI to task logs

Motivation: Why do you think this is important?

We will start a ray cluster and ray dashboard when running ray tasks. Now, we are able to open dashboard UI through NodePort. However, some ingress configs are incorrect in Kuberay, so we are unable to connect the dashboard through Ingress.

Goal: Add dashboard URL to task logs after fixing this ingress issue in KubeRay.

Goal: What should the final outcome look like, ideally?

Open Ray dashboard UI by connecting to https://localhost:30081/<RAY_CLUSTER_NAME>
