[Arcade] On-screen lamp and LED light emulation

Some arcade games have functional lamp and LED lights, and I was wondering if it would be possible to emulate them on-screen. MAME had that. I know it might be a bad idea because it would be distracting and could take up the screen, but include an option to toggle them. It's optional, but it would be cool to emulate on Razer Chroma.
