[REQUEST] Windows notification when new update is available

Describe the feature you'd like to see implemented

Whenever a new update to the selected branch is available a windows notification will pop up letting the user know

But please only notify like once a day or so on dev version by default. People would stop using the installer otherwise before even finding out how to disable windows notification.
