i think this may be a wayland issue?
I am running on wayland too and have the same issue when in fullscreen. I don't know what gives on x
I just noticed this issue today. I'm on wayland.
Actually I now enjoy using rnote in fullscreen because it has no cursor. Would it be possible to add an invisible cursor?
I have the same issue in fullscreen with endeavouros gnome and wayland. Writing works but no cursor is shown, when the pen hovers over the tablet or I write on it. In windowed mode, the cursor is shown as it should be.

For me this is a problem, because my tablet has no screen, so not seeing the cursor makes it hard to write right, but this could be a nice option for tablets with a screen.
This seems to be a GNOME/Mutter/GTK on Wayland bug, and can be worked around by disabling fullscreen unredirection, e.g. using this extension.
The same effects are described in this Mutter issue, albeit with different reproduction steps.
The issue mentionned was closed, but there is another one active and open here : https://gitlab.gnome.org/GNOME/mutter/-/issues/2983 so it's probably not fixed
