Missing explanation on how to customize the Flux manifests for bootstrapping with Terraform

As per title I have noticed that when bootstraping from CLI we can adapt the manifests being applied to our clusters, but no such explanation has been given in case that we are bootstraping with terraform. This would be highly appreciated.

There are no docs because Terraform does not support custom apply logic.

How about `weaveworks/tf-controller? We added it to the ecosystem page and wrote a blog post recently.
