Helm controller breaks helm resources ordering

I've got a helm chart that installs controller which registers two webhooks (mutating pods and validating CRD). Installation of that chart with flux (HelmRelease) fails because webhook configs are pushed before workloads and pods won't get deployed due to failed admission.

Manual install works correctly across all clusters.
