feat(pull): Add layer selection support to flux pull artifact

This PR relates to https://github.com/fluxcd/flux2/issues/4243

Purpose : Extend Flux artifact pull CLI to add the ability to specify OCI artifact layer to be pulled - which is already possible with the underlying oci pkg
