Support UnmatchedPreflights option in Istio VirtualService

Describe the feature

UnmatchedPreflights allows istio VirtualService to overwrite the service own set cors policies but it's not settable when using canaries.

Proposed solution

Allow setting the option on canaries

Any alternatives you've considered?
