manual gating for each step without metric analysis

Describe the feature

I can see when skipAnalysis is true, the canary deployment became immediately switch when new version is available, but i would like to continue the canary step and need manual gating to approve the increase and then switch all the traffic

Proposed solution

not sure is this possible, does metrics must have during the analysis? as the webhooks is under analysis

the purpose of skipAnalysis is to skip the analysis. if you want to continue the canary with manual gating you can you use the confirm-traffic-increase webhook (ref: https://fluxcd.io/flagger/usage/webhooks/)

The issue is I don't want metric analysis, how to avoid this

In my case, I use metrics:[], it will not do metric analysis, and only do webhooks.
