Branch Planner metrics

Currently we have no metrics. What can be useful? Is there anything we should add?

User Story

As the Branch Planner developer, I'd like to introduce observability metrics in the Branch Planner component, so that the admins can have helpful insights into the performance and usage of the component.

Acceptance Criteria

  • [ ] Identify and implement key metrics for the Branch Planner component.
  • [ ] Expose the metrics via an HTTP/HTTPS endpoint, allowing users to scrape using Prometheus.
  • [ ] The metrics should be easy to understand, monitor, and visualize to help with debugging and performance tuning.
