flux shutdown can't complete with a stuck job

During a recent experiment to enable JGF on a large system, the system was slow and a job was hanging at startup. A decision was made to abort the experiment and Flux was shut down. However, the shutdown hung waiting for the stuck job.

I think there's been some other related issue opened, but there needs to be a way to allow admins to easily get past problems like this.
