support a default urgency (or priority adjustment) for queues

A user was asking if a default relative priority or urgency could be set for jobs on a per queue basis. The use case is establishing a high-priority and low-priority queue as a mechanism for the submission of two classes of jobs.

Unfortunately, since urgency is not part of the jobspec, the policy.jobspec.defaults support cannot be used.
