rpm packaging

I believe TOSS packages flux into RPMs, but I haven't seen the spec file. Does it make sense to have an "upstream" spec file in this repo?

I think we've viewed the spec files as something that belongs to our TOSS build farm and not to flux proper, because spec files are typically not very portable (and maintaining a portable spec is a pain). But if you'd like to get flux-core packaged and installed at your site, we'd like to support that so all options are on the table.

In the past we've manually put .src.rpm packages in our github release assets when requested. There's one here for example. If you're interested, we could put up a .src.rpm for the current release, although the spec probably hasn't changed much since that one. Let us know.
