Create new document on "Conserving battery" and best practice for energy effiency

A common concern mentioned to me and I've seen popping is battery drain in apps. Developers would like to know best practices on both reducing battery usage but also identifying issues.

This document can likely be located at /perf/power as it was outlined to go there in the past, then linked to from the Performance overview page.

No there are not any tools in DevTools for battery / power usage.
