Create a sample index on docs.flutter.dev

This would reduce maintenance of the custom site from flutter/samples found at flutter.github.io/samples/, allow for increased familiarity for users, and potentially increase discovery and use of the samples index.

If we did this, the hosting of the web samples themselves should likely remain managed on the flutter/samples repository.

It is @RedBrogdon's plan to shutter the flutter/samples repo. I'm unsure if we can follow through on that plan as we are still finding homes for all the must keep samples that the repo houses.

I believe @johnpryan was documenting a process to migrate samples to the flutter/website repo so samples could be properly documented. I'm unsure of the current status of John's process document.

There's a discussion being had among the DREs right now about the right way to proceed in 2024. For right now, I'd leave this open.

I don't have a strong opinion on the future of the samples yet, but it is something I plan on prioritizing soon. My feeling at the moment is that my eventual proposal will require input from the TWs, because it will involve the website in some way. I'm going to assign this issue to myself.
