Add autosubmit configuration for configurable autosubmit.

Add the configuration file for configurable autosubmit. This will not do anything at the moment unless the configurable autosubmit is deployed to flutter-dashboard.

I plan on deploying a test instance after hours just in case to validate since I am hitting issues with the list-teams api.

List which issues are fixed by this PR. You must list at least one issue.

If you had to change anything in the flutter/tests repo, include a link to the migration guide as per the breaking change policy.
