Linux Host Engine build regressed ~10 minutes

It looks like this CL (https://flutter-review.git.corp.google.com/c/recipes/+/36801) added 10 minutes to the Linux Host Engine build times. I left a DBC on the CL suggesting some alternatives to keep the cycle time down. cc @godofredoc @hterkelsen @yjbanov
