Consider changing the Flutter IntelliJ versioning to be of the format `77.0.2022.2` instead of `77.0.1`

If allowed by the JetBrains servers, the change would be more expressive and would allow the ./bin/plugin make to build a specific IJ version to be uploaded.

This may be a moot point now that we are no longer supporting 2023.1 and earlier versions of the IDEA framework.

Removing the milestone tag, with support for 2024.1 (https://github.com/flutter/flutter-intellij/issues/7269) without this change to the Flutter IJ rolls, the priority of this has gone down.
