Hello @wc2411888, it looks like a lot of extra files got included in this PR while perhaps you only meant to change shell/platform/windows/keyboard_manager_win32.cc? Sometimes this can happen on upstream merge errors.

Also typically test coverage is needed for a PR: in this case in keyboard_win32_unittests.cc.
