Require analyzer ^8.0.0 in devtools_app

This is required for some incompatibilities between analyzer 7.7.1 and Dart 3.11-dev.

OK that last CI run makes it pretty clear that stager 1.1.0 (and even stager at main HEAD) is incompatible with analyzer 8.4.1. I believe that we need analyzer 8.4.1 or 9.0.0. This PR is likely unlandable.
