Fix visibility of extensions menu button in embedded mode

The extensions menu button should only show when a single extension screen is embedded or when multiple extensions screens are embedded. For example, it doesn't make sense to show this menu when an unrelated devtools screen is embedded, like the Inspector in IntelliJ. The user cannot do anything with this setting in this mode.
