Create Radicle project mirror

GitHub has taken down my account in the past, causing all my repositories, created issues, and PRs to disappear. At least until my account was reinstated.

While the Walletbeat repository itself was not taken down (likely because it is owned by the walletbeat org account rather than my own), this still all points to the rather capricious nature of GitHub's account takedown system, and the risk of the centralization that GitHub as a hub for open-source development creates.

Radicle solves this. We should make sure Walletbeat's repository and project tracking metadata (issues, maybe even PRs if possible) should be mirrored on the Radicle network.
