Implement EIP-7702 adoption tracker page

We should finish up the EIP-7702 adoption tracker page. This is currently blocked behind the addition of more EIP-7702 feature data being present, but after that we should polish up the current skeleton page for 7702.

As per our 2025-06-22 call, this should only be a pre-launch task if the incremental effort to get this done (after the feature data and attributes exist, since we want those regardless) takes 2 weeks of work or less. Otherwise, this can be post-launch.
