Define what "stage 2️⃣" means for a wallet

Follow-on to #173 (defining stage 1️⃣). We should also define what stage 2️⃣ means.

This is blocked behind agreeing on stage 1️⃣, but I think we can all agree that, directionally speaking, stage 2️⃣ means getting much closer to the "ideal" on all attribute groups, including security, privacy, self-sovereignty, transparency, and ecosystem alignment.

It remains to be seen whether there is enough there to be worth introducing a stage 3️⃣ as the ultimate goal, or if stage 1️⃣ and 2️⃣ are sufficient. Regardless, there should not be a fourth stage, as that starts getting too complicated. The decision of whether there is a stage 3️⃣ depends on whether it is possible to define a logical "stepping point" that meaningfully distinguishes all stages from one another.

  • Stage 0️⃣: Are you even a wallet?
  • Stage 1️⃣: Are you minimally-but-meaningfully aligned with Ethereum values?
  • Stage 2️⃣ / 3️⃣: Are you maximally aligned with Ethereum values?
    • (Is there a good middle ground here? If not we should keep this at 2️⃣ being the terminal stage.)
