[FEATURES] Optimize Port Allocator

What feature you'd like to add:

• [ ] Move Port Allocator Initialization to the controller's starting stage
• [ ] Work with etcd for a global coordination

Why is this feature needed: For a better and more efficient port allocator. Also make multiple runtime-controller coordinate with each other
