Provide pod affinity to Alluxio master and workers

Currently, we can only define node affinity in dataset spec. This PR provides the ability to define pod affinity for Alluxio master and workers. Users can define the pod affinity (include podAffinity and podAntiAffinity) in AlluxioRuntime using attributes: spec.master.runtimePodAffinity and spec.worker.runtimePodAffinity.
