What enhancement you'd like to add: Log time cost for runtime value transformation and helm installation.

Why is this enhancement needed: During the runtime setup process, helm install is possible to be a step that hangs for a long time. It is useful for problem diagnosis to log time cost for both the helm install and value transformation.
