Question: Viable in 1.3 or 1.4?

Is this plugin viable in the 1.3/4 versions of fluentd? I can see in the plugins for the k8s daemonset that its not included and was just wondering what the reason behind that was. I saw https://github.com/fluent/fluent-plugin-splunk/pull/9 but wasn't sure if that meant v1 of fluentd.
