Download Fluentd from RubyGems

Currently Fluentd is downloaded from GitHub, not RubyGems: https://github.com/fluent/fluent-package-builder/blob/95fad67d681694533ea399fbad78c927c7220efb/td-agent/Gemfile#L24-L35

But, now a day we don't bundle intermediate revision of Fluentd. So I think using formal version of Fluentd gem is more reasonable.
