Stability: periodic healthchecks

To understand current state of the network, we need to monitor it.

Some simple Aqua script querying data from AquaDHT could be used as a health check. To run jobs periodically, we need to either use GitHub CI, or a separate daemon like Prometheus/Nagios/etc.
