conda support

Hello! Is there any planned support for conda inside the docker containers? Everything seems to get installed with the system pip. There are a couple advantages to conda:

• Consistent builds of packages, important for replicability
• No need to run sudo pip install all the time; can just install from a non-sudo user in the docker container

The last point above is particularly important to me: if I need to use a package that's cythonized on-the-fly, since it gets built by root, even after sudo pip install, I can no longer use that package via regular python invocation (it needs to be privileged to touch the compiled files via sudo python).

Obviously, this has a workaround so it's not a high-priority issue, but hopefully the advantages of the conda ecosystem make this a feature worth consideration!
