[Bug] [scaleph-engine-flink] Jar job can't update main args

What happened

After created jar job, update jar artifact main args and jar job didn't refresh the most lastest main args, then submite failed.

May be you should try change the parameters to --hostname 172.30.1.172 --port 9999
