Option to disable handlers

Is your feature request related to a problem? Please describe. some handlers use commands like systemd restart tmp.mount, which can be disabled by setting the ubuntu1804cis_skip_for_travis variable but systemd restart tmp.mount is used at multiple places, where disable options are not present

Describe the solution you'd like a variable to explicitly turn specific handlers off

Describe alternatives you've considered Couldn't figure out a way to make it work without actually changing the code so far.

Additional context Would love to work on a PR if it sits inline with the project direction
