Not animating

Ive placed this view in the center of an activity above a text input to indicate the user needs to create a pin but the pencil doesn't animate. Could the text input be canceling out the animation or am I doing something wrong.

Minor ID10T error, pencil does animate on click. It be cool to have an option for it to animate without any clicking.
