CLI commands

At the time of writing, the CLI can only be used for two things:

• Provisioning for tests / local dev
• Creating a report of Hackage categories

It needs to be extended to add features for production:

Accounts

• Adding an account
• Creating backups

Settings

• Open account registrations
• Close account registrations
