Support links in uploaded tarballs

Hackage seems to allow tarballs to contain both soft and hard links here so it may be worth also allowing it.

In testing #452 I didn't encounter this at all, so it might not be high priority, and it might want to be a gated feature if someone deploying flora definitely doesn't want links.
