Include newest SUPERCOP releases

I've incorporated the recent SUPERCOP releases through 20161026.

I tried to follow the existing commit style and used Dan Bernstein as the author. I used the time stamp of the do script in each tar file as the commit date and updated the CHANGELOG.

The latest SUPERCOP release is 20191221 and this repository is stuck in 2016.
