Looking at this some more it appears you can't un-select the checkbox for include equals in the JMeter UI. So I don't think this is possible.

In the GUI, if you have a value in both the Name and the Value fields, you cannot deselect Equals. However if you only have one in the name field (as one of the teams here is doing) than you can deselect it.
