[Android] Notification when preliminary sync completes

Related to #1125 it would be useful to give the user a specific notification when the preliminary sync reaches 100%. I'm unsure of whether it has. Thanks!

The app should display an animation and a progress bar in the top bar while syncing

Ah, it did display those. I am unsure of whether the sync worked, so request is for an explicit notification that the job completed to 100%.

I see. How long did the sync take? I guess for more than a minute a notification is in order.

I am unsure. It definitely took more than a minute.

fwiw, this is from a hosted instance with a stable connection.
