Mac OS ventura keyboard window always on top broken

visually it works but functionally my keys still act as normal keys instead of midi typing :( I believe this may be a glitch because If I remember correctly it didd work before and I may have had this glitch even before updating, fixed it by a fresh install/deleting clicking and unblocking various options in the preferences for midi keys, but I can't seem to solve it now, I deleted the .plist for midi keys and tried a fresh install, no luck, maybe I'm missing something? any suggestions?

Here I have attached a keycaps.plist including cmajor and minor scales for every key on keyboard (easily transposed to other key), although unrelated to the issue hopefully this can help improve midi keys for some users and possibly incentivizes helping me fix this problem?? KeyMaps.plist.zip
