support pod templates in k8s deployment mode

We should support pod templates in k8s deployment mode, which will bring great convenience.

@jlon There are already two template in conf dir: kubernetes-shuffle-cluster-template.yaml kubernetes-shuffle-operator-template.yaml, do you mean that?
