Allow TAK Chat to be disabled

Is your feature request related to a problem? Please describe. Certain clients will not leverage TAK Chat and primarily need the app to run as long as possible with as minimal hit to battery life. Since TAK Chat requires a continually open connection for listening for incoming messages, we should be able to set a pref to disable it to conserve battery life.
