[kaios] rnv target list/launch -p kaios is not implemented

Describe the bug target list and target launch do not work for kaios

To Reproduce

1. Go to template-starter or app-harness packages
2. Do npx rnv target list -p kaios or npx rnv target launch -p kaios -> observe

Expected behavior List of supported simulators is shown or target launches
