Fleet UI: Pagination defaults to 20 instead of 100

🧑💻 Expected behavior
I have 42 queries and 24 policies. I expect pagination on the query page and policies page, maybe to match software page at 20 items.
💥 Actual behavior
Default query page size and policies page size is 100 items.

Suggest page size of 20 for all pages.
I can't seem to find an old ticket or Figma page that mentions the pagination limit on the query and policy page. I would agree that keeping them consistent with the software page at 20 is the best solution.

If this wasn't specified previously it would technically not be considered a bug, but I think it's worth prioritizing to improve the user experience and keep pagination consistent between similar screens.
Agreed this seems like a good feature add, but not sure I'd call it a bug. @noahtalerman does this seem worthwhile to you? If so (and it wasn't spec'd previously, I'll re-spec as a 1 point issue and put it on the roadmap.
