Fleet Desktop should use minimal API endpoint for data

Background

There will be an API that provides minimal data for Fleet Desktop in order to reduce the surface area. Fleet Desktop should use that API endpoint to populate itself.

FYI @xpkoala - this change was reverted in https://github.com/fleetdm/fleet/pull/7919#pullrequestreview-1118652365 - don't know if we should move it back to In Progress or leave it in this lane.
