Pagination "Next" link on Policies page appears when there are 20 policies, but there are no results when clicking "Next"

🧑‍💻  Steps to reproduce

1. Add 20 policies to a team
2. Notice the pagination "Next" option appears
3. Click "Next"

🕯️ Expected behavior

Clicking next would take me to a page with more results. Pagination "Next" option shouldn't appear if there are not more results than what is shown on the screen.

1. Add 20 policies to a team

• [x] Confirmed for 20 policies, pagination "Next" doesn't appear
• [x] Confirmed for 21 policies, pagination "Next" appears and takes you to the next page
• [x] Confirmed deleting the 21st policy returns you to the 2nd page with a "Previous" link that takes you back to the 1st page where there are no longer pagination links.

@jmwatts interesting! Never thought of the edge case of deleting a single item on a page other than the first page! I just thought if someone changed the page number in the URL bar. Might want a better UX for this edge case. Maybe @rachaelshaw has opinions
