Improve when do we show policy automations button

Problem

While doogfoding policy automation to install software @PezHub and I had hard time understanding that "Manage automation" appears only if there are policies available in that team. It wasn't obvious because in some teams there were only inherited policies.

What have you tried?

Tried looking into settings to see if there were some options to enable automations.

Potential solutions

Maybe we should display "Manage automation" always but are disabled when no policies available or when "No team" is selected. (probably should mention that it can't be run for inherited policies)

What is the expected workflow as a result of your proposal?
